Which is to say it tries to shoot in a horizontal direction, but if you are above it it will miss you completely.
Could be a failure of the AI to track targets, or could be that the Lich King didn't need it to track the sky and so it has no ability to look up. In any case, the quest is hard to complete if you stay low, and ridiculously easy if you stay high.
The good part? It doesn't restore HP. The easiest way to go about this is go up, shoot it, go down, wait for cooldown, up, shoot it, etc etc. When you get low on health, land, bandage, eat, whatever, and then just repeat. You can go afk to take a tinkle if you want, it doesn't matter -- its HP stays the same.

Comment by this quest is glitched. Comment by morituri I just did it following some of the hints above. It is totally true that the Blaster has more range than the Ocular. If you put the Blaster in the action bar, its icon will show the red dot, meaning you are out of range.
So, from far away, click on the Ocular and then get closer, slowly, till red dot on Blaster icon changes to white or light gray. Carefull here now, it's very easy to be on Ocular's range. Once you get the right safe range, you can use the Blaster dam I wish I had one of those blasters all the time.
Watch the amount of damage in the Ocular's life bar, so you can calculate the moment when you only need 1 last shot.
